First of all, how much cash do you have? If you use tripod there's no need for IS. Because when you turn IS on tripod it thinks you handheld it and shaking a lot it will try to correct and perhaps...
Its really hard to know the quality of the glass, if you want to be sure that quality is good perhaps the high price compare :P

Canon 5D Mark II are not super weather sealed it's like 40D, 50D... :S No it doesn't take rain, no it doesn't take snow ... :S don't use it on these weather when it's hard.
17-85 IS is in same price range as 17-40 L
I had 17-85 and it really sucked, bad image quality. I would buy 17-40, you get good sharp images with fine colors and weather sealing!
