Huh....most fishing regs I know of allow you to keep the larger fish and you have to throw back the little guys. I wonder if they are trying to genetically promote the larger fish, or if they have found the larger fish are more likely to survive the journey/more likely to produce. In lakes and rivers, larger fish tend to be older and they do not want to taking all the younger fish.
Anyway...speaking of fish...Loons do not adhere to size limits...I was actually pretty impressed that the parent loon caught and feed this to the, not so little chick any more, but still a chick:
