I think you're right. The 24-105 is advertised to be three stops, which would allow very slow shutters at 24mm. For example, if someone were steady enough to handle 1/24 at 24mm, then 3 stops would give them 1/3 second. The same person with four stops at 70mm would be 1/4.4 seconds. However, my practical experience with the 24-105 was that I could not get three stops at 24mm. At 105mm, I got three stops improvement, but not 24mm, so I think that puts the 70-200 slightly ahead. (Just novelty trivia, of course, but fun to talk about.)
