Go with 16-35. I have a 40D and 5DmkII and I don't like to have lenses that don't work on both bodies. I usually only use my 40D for Tele work though.
I have a 7D and a 10-22mm EF-S, and I am pleased with the overall quality. Center sharpness is very good and corners not too distorted or purple fringed. I also have a 5D II, but apart from the 15mm fisheye, I do not have a really wide lens for that camera. What you do need to bear in mind is that you are only going get really wide images on your 7D with the 10-22mm - you can use the 16-35mm on it, but it will not be as wide. It really depends what you want to get with your surfing shots.
Nothing wrong with 16-35 option. However 11-16 is usable on 5D's. You get f2.8 @ 15-16mm. Some vignetting @ 15 with circular occlusion at wider angles. Question becomes a choice wider on 7D ( I have ) or usable 5D @ 16mm f2.8... do I hear a crop in here? 18 or 21 mp your choice. Nothing wrong with the 10-22 either. It's the WIDEST non-fisheye lens for a Canon body (FF body) and yet when put on the 7D, is hella-wide still! I'd go that route! Though... you'll need to drop about two-grand for it....
Too much distortion with the 14. Thats one reason why I'm trying to stay away from the 10-22.
A lot of shots with the water housing are made without even looking through the camera. Cropping is often done and distortion can suck sometimes.

I have the Canon 7D plus the 10-22mm EF-S and the Canon 5D II plus the 16-35mm EF II.
You might think that you would get a notably better image from the 5D II/16-35mm combo but really, although it is somewhat better, it is not that significant. Only in the corners do you see sharper definition with the 5D II/16-35mm and even then it's not overwhelmingly sharper. I find that the 10-22mm is more flare resistant than the 16-35mm and that can be important too. So I continue to use both. The main advantage of the 16-35mm is the f/2.8 aperture.
