Is this a kestrel?

Rob, I am by no means a bird expert, But I don't think this is a kestral, at least not one that I have seen. I tried a little bird ID on whatbird.com and this guy matches a lot of features of a "Red Shouldered Hawk, but not a full grown male. Maybe a Juvi or a female.
