I usually say go for the glass, but since you are making such a body upgrade, I think for you that a body is the way to go. As others have mentioned you gain ISO, better AF and AF Microadjust. I think if you get a f/2 or f/1.4 without AF Micoradjust you will be disappointed, unless you you are lucky enough to have the perfect combination of body and lens. Having said that, I would go with the 7D. I have a 50D and I like my 50D, but the reason I have the 50D is because it was the best APS-C body in 2008. For me to go from my 50D to the newer 7D is not as compelling of an upgrade as glass. However, going from a 30D is going to be a huge jump, one I would take. In short, I like my 50D, but if I were buying one this week, it would be a 7D.

As far as getting in some pictures, get a good tripod and one of these: http://www.the-digital-picture.com/Reviews/Canon-RC-6-Wireless-Remote-Review.aspx. It is a posed shot instead of a candid, but it is the best solution I found. (Note: the RC-6 DOES NOT work with the 50D.)
