When you dial down power on a flash, you have to bleed off the extra power before you can shoot again to see the results.

Each time a flash recycles regardless of power settings it recharges the capacitor fully. Dialing down the power setting on the flash reduces the flash duration by controlling the gate. It does not bleed power off the capacitor.
