The .co.uk site that you linked is not Cokin, it's run by Intro 2020, a distributor of many photography products. Nice for information about Cokin filters, but useless if you want to buy them. They don't sell the products to consumers, they distribute to brick-and-mortar and online retailers in the UK. The actual vendors (at least, the few online shops I checked) don't have the Cokin holders in stock, either.

Moving on Sean's suggestion, I procrastinated long enough that the ringfor Cokin Wideframe is not available. So that one is out now.
I talked to several store reps, local and on the internet. Apparently the market collapsed on these type of filters, there was no demand and that is why Cokin is having problems and is impossible to get.
I found one other option The Hitech Filter Holder 85mm/Cokin P for Wide Angle Lens

I called the B&H rep, he checked and said he couldn't say with 100% certainty that this holder would not vignette on a 24mm L lens. He didn't think it would. I tried to find some information using google and yahoo but no luck yet.
Any idea where I might find a review on this to see how wide I can go?
I think I found the answer to my question. On another forum someone Say's they emailed Hitech and asked them the same question
Hitech has one with 2 filter slots. I emailed them and got this response on their vignetting. "The 85mm system can go to 28mm (full frame) without vignetting."
Looks like this would not be the solution for the 24mm.
