Hmmm...if big whit lenses are OK I'd wan't a 100-400 if not I guess 70-300 DO. I'd avoid being too close to where the fit hits the shan, unless it'syour job.

I ended up renting a 70-200 f/2.8 I was just going to get the f/4.0 but it was only $10 more so I just shrugged and got the 2.8 I will post photos as I huddle in the corner of my building during protests[]
If you want the best and clearest shots of possible conflict, you should stick with a prime lens, just one focal length because they produce clearer images at great magnification because there are fewer layers of glass.
I would go with an 85 mm prime, L series or perhaps a 50 mm. My fear is with a 300 mm prime you may not get a wide enough shot if 15 people interacting with 32 police is the most worthwhile image.
That sounds like a good choice to me. since you plan to shoot from inside your office building (If I understand you correctly), you will want telephoto.
