I quickly tried it in PS CS5 and I'm not getting the lines using the graduated filter, quick example, don't mind the bad selection:
I'm not sure what causes the lines in your one. Is it also visible in the editing software? If it's only visible after saving to JPG it might be a quality-issue or a bad re-size.
Here's the effect when I use a lower quality JPG output:
