If you have a url directly to the image. Click the film strip icon. Paste the URL in the box, optionally enter the dimensions (so the page doesn't re-layout when the image size is found).
It's against the Flickr terms of service to link directly though, they want the image to be a link back to their site. To do that:
1. On flickr, choose the "share this" drop down.
2. Click grab HTML.
3. Select a size that's no wider than 800.
4. Copy the HTML code box.
5. On TDP, click the HTML button (last button).
6. Paste in the HTML code.
