    Imported

I am looking at a 90mm Tilt shift lens at BH
    one is IMPORTED 1199
the other is Canon USA 1329

are they not all made in the same location?
what is the difference and should I shy away from imported?

Imported means grey market. Identical lens, no USA warranty from Canon, technically, although they reportedly honor it with proof of purchase.

Pretty well every bit of gear I own is "imported" or grey markey. I buy it this way because it's substantially cheaper for me. I've never had any issues with it.
